English Councils Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a recent study of local authorities, English councils are planning to offload social clubs, sports centres, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that 60% of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of public land and land to shore up their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a significant number of authorities seeking to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the majority (60%) of local leaders stated they would prioritise service redesigns and utilising savings to weather increasing financial challenges.”

Specific Cases of Proposed Sales

Medway Council in southeast England announced its property management strategy featured the disposal of a shopping centre in Rainham and a community venue in Rochester to raise 20 million pounds over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the strategy.

Council Tax Increases and Broader Financial Strains

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise council taxes next spring to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these take time to achieve both better provisions and cost efficiency,” said a council leader.

He added: “There are demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Forecasts

Research of county councils recently further found local finances being stretched by the growing number of young people and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Ministers have put off planned reforms to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.

Deprivation and Financial Shortfalls

According to the most recent indices of deprivation (IMD) covering UK local authorities, many key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” said the report.

“While only one key city is among the top 10 for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of the nation. The data underscores the scale of difficulties confronting local leaders across key cities in the coming year,” the report added.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, councils will continue to face impossible choices around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the past 12 months, the study revealed.
