The United Kingdom and the United States have signed a major trade agreement that will guarantee no tariffs on British drug products being sold in the American market.

The Terms of the Accord

In exchange for the tariff guarantee, the UK has pledged to boost funding on drugs through the National Health Service (NHS). This pledge guarantees that duties on these vital products will be held at nothing for a duration of 36 months.

This agreement follows earlier statements to hike import taxes on branded pharmaceutical imports, with potential rates mentioned as high as 100%.

"This agreement with the United Kingdom strengthens the global environment for cutting-edge drugs and brings much-needed fairness to U.S.–U.K. pharmaceutical trade," a statement declared.

Economic Importance

Pharmaceuticals represent one of the Britain's largest goods shipped to the United States, which is clearly the largest market for leading UK drugmakers.

Export figures reveal that in the one-year period prior to September, the UK exported pharmaceutical products worth £11.1bn to the US. This value made up 17.4% of all goods exports in that span.

"This deal safeguards work, increases capital expenditure and facilitates the UK to emerge as a global hub for life sciences," the Business and Trade Secretary remarked.

Detailed NHS Changes

The deal entails several specific changes from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the affordability limit at which it considers new therapies to be too expensive by 25%.
  • Higher Drug Budget: There is a target to raise overall NHS spending on treatments from 0.3 percent of the national economy to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage drug companies must refund to the NHS to control costs will be limited at fifteen percent. In the past, repayments topped twenty percent.

Recent Tensions

The deal comes amid a long-running tension between the pharmaceutical industry and the British authorities over medicine costs and regulatory access.

The disagreement were intensified by arguments that US patients were charged a premium for the same drugs than consumers in the Britain and the EU.

Recently, several large drug company projects in the UK have been halted or abandoned, while major investments have been directed toward American operations.

A senior figure stated that the NHS had to increase expenditure on drugs, noting that its spending on drugs had shrunk as a share of its total funding over the past decade.
